First Presidency but not an Apostle

Evidently there is no requirement for a member of the First Presidency to be an Apostle. The last one was under David O. McKay from 1965-1970. I wonder if he was sustained as a PSR?
It looks like most (if not all) of the early ones before the death of JS were not Apostles. I guess Brigham changed that when he elevated the power of the apostles and took control of the Church.
What are the chances that we will see another FP counselor that is not an Apostle?

There is no requirement that counselors in the First Presidency be apostles of the church. The following men served as a counselor in the First Presidency during the years indicated and were never ordained to the priesthood office of Apostle:[3]

Jesse Gause (1832–33)
Frederick G. Williams (1833–37)
