No. They arent allowed to access it personally. They are executors. (Of course there is wiggle room there. Brigham Young borrowed money interest free from the church for his businesses and was loaded.)
The real question is will the powers that be allow a rogue religious organization to retain that much power? My guess is no.

The president of the church has the power to dispose of any church property in any way he sees fit, so he can use it for any purpose he wants to, including gifting it to himself. At least, that's how the articles of incorporation read to me.
Of course, gifting himself $100B would mean paying a lot of tax but I don't know that anything would stop him from doing it if he really wanted to.

I agree. Legally, he owns all of it, cash and assets. If everyone were to leave the Church right now, he could close all the Church-owned buildings and sell them.
