Whether you actually pay tithing or not I think it would help Sam by calling or emailing the Church Donations Department and letting them know you will no longer donate to the church if they excommunicate him!

I like the idea. I assume this donations decision is fully staffed by elderly missionaries volunteering their labor so the church can keep buying malls and buildings.

Is there any chance the the elderly missionary staffing the phone call will call us to repentance and say something like, "Good luck seeing your kids get married without a temple recommend!"

Once time I contacted the church via email over a fairly big curriculum issue that needed changing online to match the updated print version because the old version was creepy to harmful. Poor Sister manning the emails was completely boggled that 1-it was a big deal to anyone, 2-she had no way to change it, and didn't understand why so many people were bothering HER about it. She was taking it very personally and got pretty snippy in the responses. Picture your emotional auntie not taking it well when someone complains about Donald Trump, and unfriends everyone and then writes pathetic statuses of her own about it--that is the kind of emails we were getting back.

This is a common passive aggressive tactic by the Ziontologists. Any request outside of the orthodox norm is usually dealt with via someone who rarely understands the problem and certainly can't make any significant change. If you have questions in the temple, no temple worker can truly assist you. Some might give you the "too sacred to discuss outside of the Celestial room" line. Doctrinal questions in the ward are supposed to handled by the bishop and then maybe the stake president, but there are lots of stories where the local leader has no idea and may angrily tell you to stop doing that. In the rare case that a knowledgeable FairMormon apologist is on hand, this person will, at best, sympathize with your position, but could not (and will not) change anything about the operation of the LDS church no matter how significant of a problem it might be. Knowledgeable apologists are almost never put in positions of leadership in the LDS church.
I like the idea of thousands of people calling the Church Donations Department, but the result is going to be confusion on the part of the poor souls manning the phones. Suppose, by some impossible miracle, there were some people in the Church Donations Department taking these phone calls that were also fans of Sam Young. No matter how supportive or sympathetic they are, they would only be able to pass along these requests to leaders who are only going to ignore these requests with disdain. I suspect that many leaders will simply assume that anyone who would threaten to cut off tithing is already an apostate who was not paying their fair share anyway.
