The guy is quite the collector of rare Mormon literature. He often travels to Utah and is very friendly about letting people look at his collection. I suppose it also depends on the date of the annotations. Yes, in Madison, Wisconsin, early this year, I purchased a red morocco 1837 Kirtland edition of the Book of Mormon, which was bound personally by Oliver Cowdery for his own use, with his name gilded on the front board. The books has his handwritten annotations included some which say "stolen from" this or that book. The second edition from Kirtland is more rare than the first edition, and sells for the same price or even 50% more. It was more scarce when they first printed it (3,000 copies in 1837 compared to 5,000 copies in 1830). Copies did not survive because of persecution and apostasy at Kirtland. The typesetting was actually done by Oliver Cowdery who sat with Joseph, with the original manuscript and printer's manuscript between them, and an 1830 edition. Together, they made 3,000 corrections to the printer' manuscript and then Oliver Cowdery started to print. But on the fly, Oliver made another 1,000 corrections as he was setting the type. All of those corrections were incorporated into another edition in Nauvoo in 1840. The Nauvoo edition was a revision with less than 50 revisions. In 1842, Joseph himself reprinted the Nauvoo version as the 4th American edition with no more corrections or revisions. Then he died. Meanwhile in England, in 1841, the apostles reprinted the Kirtland edition with British refinements. From the English edition, subsequent Utah editions descend. The Utah editions did not incorporate the Nauvoo revisions until 1981. Anyway, this is the printer's own binding, of the printer's own copy, of the printer's changes, to the printer's manuscript, which was copied from his original manuscript, which was concocted by someone (not the usual suspects) whose name will appear in my forthcoming documentary.

I can tell you that Brent Metcafe and Tom Kimball aren't fans and think he might be faking his latest aquisition.
