Evidently there is no requirement for a member of the First Presidency to be an Apostle. The last one was under David O. McKay from 1965-1970. I wonder if he was sustained as a PSR?
It looks like most (if not all) of the early ones before the death of JS were not Apostles. I guess Brigham changed that when he elevated the power of the apostles and took control of the Church.
What are the chances that we will see another FP counselor that is not an Apostle?
Members of the First Presidency who were not Apostles
There is no requirement that counselors in the First Presidency be apostles of the church. The following men served as a counselor in the First Presidency during the years indicated and were never ordained to the priesthood office of Apostle:[3]

Jesse Gause (1832–33)
Frederick G. Williams (1833–37)
John Smith (1837–44)
Joseph Smith Sr. (1837–40)
William Law (1841–44)
John C. Bennett (1841–42)
John R. Winder (1901–10)

Thorpe B. Isaacson (1965–70)

What do the Articles of Incorporation say for the Corporation of the President of The Church of Jesus Christ of Latter-day Saints?
This. Probably won't happen again. Regular high priests don't have the power of discernment like the prophets seers and revelators who are apostles. They may not obtain rock star status, and would not be as worshiped like the apostles.

Right. Originally, the First Presidency was totally separate from the Quorum of the Twelve. The Quorum of the Twelve was equal to a stake high council. I don't think there was really supposed to be a hierarchy at all. (Note in the D&C that it says the president of the presidency can be disciplined by those "lower" than him.)
