Yes, tribal markings get a pass. I had a Samoan guy in my ward with tribal tattoos. He was a faithful Mormon but did have a few tattoos. Realize, of course, that tattoos are not necessarily a "sin", just frowned upon. But this Pacific Islanders are (allegedly) descendants of Book of Mormon people they get some sort of cultural pass.
